WhatsApp chats between businessman Vusimuzi “Cat” Matlala (also known as Dlamini) and Brown Mogotsi have emerged as key evidence at the Madlanga Commission of Inquiry.

The messages, retrieved from Matlala’s phone and analysed by Crime Intelligence head Lt-Gen Dumisani Khumalo, suggest tender rigging, political access and interference in police operations.

Khumalo said the patterns echo allegations of a powerful “Big Five” cartel influencing SAPS contracts and decisions.
