Why is it OK for M&S (& others) to rival restaurants directly with their "dine in" premium deals?

M&S charge 0% VAT on a premium dine in meal deal. Restaurants have to charge 20% VAT.

Levelling the playing field would raise £1-2bn which would help fund a hospitality VAT cut.
