Austerity measures are not new to South Africa, as they have been implemented over the last decade. However, South Africa is not yet closer to achieving fiscal consolidation, largely due to weak economic activity over a sustained period.

• Dysfunction in monitoring and evaluation
• No departmental and policy coordination
