The coupling problem you describe @emollick goes both ways, and the second direction is the one nobody checks for. The obvious failure: a university used "sustainability" at every level for a decade. Same word everywhere. Faculty spent five years publicly confused about what it meant. Tight coupling on vocabulary, loose coupling on meaning.

The surprising one: when I compared their institutional vs faculty strategy drafts computationally, only 54% vocabulary overlap, yet the documents converged on strategic positioning across multiple dimensions. Loose coupling on vocabulary, tighter coordination underneath.

Star & Griesemer's original insight: you cannot infer from surface features whether translation has actually happened. Vocabulary match is a terrible proxy for coordination. It produces false positives and false negatives.

That's the precondition for your agent boundary objects point. If organizations with decades of shared context can't tell from vocabulary alone whether their own coordination is working, token-matching between agents will inherit both blind spots at scale, without the hallway repair.
