Senators from the Gatchalian bloc on Friday said cases may be filed against individuals who participated in the Senate Blue Ribbon Committee hearing led by the Cayetano bloc, citing a lack of parliamentary immunity.

With no official documentation, Senator Panfilo "Ping" Lacson said Thursday's hearing was "bogus", adding that the witnesses and senators who were present in the hearing may not invoke parliamentary immunity.

Senator Francis "Kiko" Pangilinan agreed with Lacson's remarks and, referring to immunity from suit of the participants, said, "Walang official record, hindi official proceeding so wala".

Noong Mayo 5, 2015, 12 na senador lang din ang dumalo sa sesyon. Kinilala ito ni Senate President Franklin Drilon bilang valid na quorum. Hindi ito tinawag na unconstitutional noon, at hindi rin dapat ngayon.

Hindi layunin ng Konstitusyon na pigilan ang kahit sinumang miyembro ng Kamara o Senado na gawin ang kanilang trabaho.

Sa pagdalo ng mga senador sa sesyon, nagpatuloy ang Senado sa pagtupad ng mga tungkulin at responsibilidad nito sa ilalim ng Konstitusyon.

Sen. Erwin Tulfo on Friday said that he will order the arrest of senators who will hold a hearing of the Senate Blue Ribbon Committee other than the one he would preside over as chairman.

"I don't care kung dati kang Senate President, dati kang Speaker of the House...talagang papahuli kita. Kung hindi papahuli, kung ayaw ng OSAA, bibitbitin kita, kukwelyuhan kita, palalayasin kita diyan sa floor na 'yan," Tulfo said.

Ang sesyon noong Hunyo 3, 2026 ay lehitimo at naaayon sa batas — IBP

Ang Avelino v. Cuenco ruling ay nagsasabi ng isang simpleng bagay: ang Konstitusyon ay hindi dapat gamitin para pigilan ang Senado sa paggawa ng tungkulin nito.

May dalawang senador na hindi makadalo sa mga gawain ng kapulungan sa kasalukuyan, kaya 22 na lamang ang maituturing na available na miyembro — at ang 12 sa kanila ay bumubuo ng mayorya.

Mahalagang tandaan na ang quorum ay batay sa bilang ng mga senador na maaaring lumahok. Sa kasong ito, malinaw na natugunan ang kinakailangang quorum.

With a valid quroum of 12 Senators (Avelino v. Cuenco), we declared all positions, including the position of Senate President, vacant. This motion only requires a simple majority.

Sen. Alan is no longer Senate President. In his stead, the Acting Senate President is Senate President Pro Tempore, Win Gatchalian.
