Their AI video tech is great, but doesn't need to be a Holodeck™. For over 30 years the term referred to a specific display technology, a sort of micro projector array lining the walls. Like the Vegas sphere, but individual.
In the original reference material, the authors describe a steerable light modulator tech enveloping a space in millions of "holographic pixels" that apparently send light beams directly into your each of your eyes. They added replicator tech on top to solve the physicality aspect, but "Holodeck" had specific meaning as a realistic future display goal.
This is from the Star Trek: The Next Generation Technical Manual, by Rick Sternbach and Michael Okuda.
