Transparency International Zimbabwe today convened a stakeholder meeting in Bulawayo to feed into the process of strengthening its advocacy inputs on the Whistle-blowers and Witness Protection legislative framework.

The engagement brought together key institutions, including @Zimra_11 , @NPAZim , @PoliceZimbabwe , alongside residents’ associations, civil society organisations, and journalists.

Key issues raised:

The legislative framework must amend sections of the Criminal Procedure and Evidence Act to properly protect both whistleblowers and witnesses

Protection must start immediately upon disclosure, not after harm

Clear, enforceable inter-agency coordination is needed to avoid delays and exposure risks

Witness protection must go beyond physical safety include relocation, identity protection, financial support, and psychosocial care

There must be clarity on handling illegally obtained information, balancing admissibility with public interest and protection of the source

Investigations must be prosecutor-led to strengthen accountability and case follow-through

Courts must allow protective measures use of pseudonyms, voice and image distortion to shield witness identity

The law must clearly define whether witnesses need to appear physically and under what protected conditions.

The issue of incentives was raised, whether whistleblowers should be rewarded or compensated, and under what safeguards to prevent abuse
