Mark Carney’s 2009 speech wasn’t random. As Bank of Canada governor, he described a “New World Order” in which U.S. and UK deficits had to shrink and demand had to shift toward surplus economies—explicitly naming China and Germany. Rebalancing, debt reduction in the West, and a reallocation of capital and labour were the path forward.
Seventeen years later, he is prime minister and the same framework is visible. When the U.S. pushes, the response is “we are at war,” suspended talks, and retaliatory tariffs. The closest partner is treated as a problem to manage. At the same time, outreach and deals with China continue.
This is continuity, not coincidence. The man who argued in 2009 that the old American-centric demand model was ending now governs Canada’s relationship with American power. Agree or disagree with the strategy—the worldview has been consistent.
