It is not a legal requirement that the government have a white paper on the constitutional review committee report.
The white paper has no legal weight except that it expresses what the executive thinks of the desires and wishes of the people reviewed through the lens of the committee’s own judgment.
The implementation committee cannot become an organ that merely turns the government white paper into bills.
This would delegitimize the process.
A constitution is a social pact of the people and not a government’s wishes and desires. Hence, the process of making the constitution must fundamentally remain what the people wish for and not what any one government thinks is workable.
The implementation committee must adopt an expert lens in considering what the people wish for against theory, prudence, and practicality. It cannot merely turn a government white paper into constitutional provisions.
That would be a sin against our notion of sovereignty. That would negate the spirit of the original process that led to the creation of the 1992 Constitution.
Remember, the Constitution is not an executive document. It matters little what the executive thinks. It matters more what the people think, what is workable, what is justified, and what is theoretically sound.

6 years ago, a Rent Commisioner at Kumasi asked my team and I for money “bribe” before they stepped in to address an issue that is dear and disturbing to any parent and student. Hostel rents near Legon, KNUST, UCC, UG etc. have been rising faster than inflation and student incomes. It is refreshing to see the country’s Rent Commissioner doing this by himself.
The problem is structural, high demand, low supply, weak enforcement of the Rent Act, and no price transparency. That's the main reason why we looked at the Rent Control. A one-off price cap won’t fix it even if this approach works. You need a system that tackles supply, data, enforcement, and tenant protection together.
Here are my 5 cents on how the problem can be solved “once and for all” rather than him moving around and being disrespected.
1. Gather data on Hostel rents/Fix the transparency problem.
You can’t regulate what you don’t measure. Right now landlords raise prices in the dark.
Until 2017, university fees were always on the rise each year until student leaders called on the Parliament of Ghana, which got involved and decided on the fees for various institutions. Mind you, they faced hesitation from the university leadership at first but Parliament won.
I. Mandate digital registration of all student hostels within 2km of public tertiary institutions via Ghana Rent Control Department’s portal. Include location, room type, capacity, facilities, price, and lease terms.
ii. Launch a public “Student Hostel Price Dashboard”. Real-time, location-tagged prices so students can compare.
iii. Annual price increase reporting. Hostels must submit proposed increases 90 days before the academic year. Anything above CPI + 5% triggers automatic review as done for the School Fees.
This will create market pressure and evidence for enforcement.
2. Students are young, dispersed, and often uninformed.
i. University Student Housing Offices: Each public university must have an office that vets and accredits hostels, handles complaints, and publishes an approved list. No accreditation, then no university recommendation.
ii. Student Rent Mediation Units: Run by SRC + Rent Control.
iii. Financial literacy module: Compulsory for Level 100s during orientation. Covers leases, rights, scams. “I saw one video where a lady was justifying a 20k GHS rent because of AC and some frivolous excuses”.
THE WAY FORWARD
1. Increase Supply Through Targeted Incentives
Prices drop when supply catches up with demand.
2. Public-Private Partnership Hostels: Government provides land on university perimeters, tax holidays, and fast-track permits. Private developers build/manage under 25-year agreements with capped rents.
3. Convert underused public buildings: Turn old staff bungalows, Govt office spaces, GNPC, SSNIT properties into affordable student hostels.
4. Implement Tax relief for accredited hostels: 15% corporate tax reduction for hostels that keep rents more than 120% of the district median and meet safety standards. This should be a PRIORITY
5. Encourage purpose-built student accommodation: Amend building codes to allow high-density, low-cost near campuses. Speak with State Housing.
6. Strengthen and Enforce the Rent Act, 1963 Act 220. The law exists but is barely enforced through your taskforce.
7. Set up Student Rent Tribunals in Accra, Kumasi, Cape Coast, Tamale. Fast-track cases within 14 days. Staff with lawyers and student representatives.
8. Define “exorbitant” legally: Cap annual increases at CPI + 5% unless landlord invests ≥ 30% of annual rent in upgrades. Anything above requires Rent Control approval.
9. Sanctions with teeth. Fines of 10,000-50,000 GHS + suspension of hostel license for illegal evictions, unregistered hostels, or increases without notice.

Before You do any business in Ghana: Read This First!
One of the most recurrent legal problems I witness in Ghana, is due to either our trusting nature; or the informality of our business transactions
One of the biggest mistakes people make is not signing anything at all.
You go to buy land, and they tell you, “Just pay first, we will prepare the indenture later.” You give someone money for a service, and there is no written record.
You pay a deposit, and everything is based on trust and verbal promises.
That is how many people lose money; or get arrested for defrauding by false pretences.
Before anything else, understand this: if money is changing hands, something should be written and signed. Even a simple document is better than nothing. It should clearly state how much you are paying, who you are paying, and what the payment is for.
Without that, you may struggle to prove anything later.
Once you are dealing with a document, then the next step is to protect yourself before you sign.
1. Don’t rush - If someone is pushing you to sign quickly, pause. You have a right to take your time.
2. Read it. All of it. - There is no such thing as “just sign, it’s standard.” If it is important enough to sign, it is important enough to read.
3. If you don’t understand it, don’t sign it. - Ask questions. If the explanation is unclear, walk away or get someone to help you review it.
4. Check the names. - Make sure your name is correct. Make sure the other person or company is real.
5. Be clear on what you are paying for. - Especially for land. Is it full payment? A deposit? Documentation fees? Site allocation? It must be written clearly.
6. Pay attention to the money terms.
How much? When? Are there penalties for delay? Is the money refundable?
7. Look for what happens when things go wrong. Can they cancel easily? Will you lose your money? Can they change terms later?
8. Never sign a document with blank spaces. Anything left blank can be filled later. Not in your favour.
9. Take your copy immediately. Don’t leave without it. Ever.
10. When in doubt, ask for help.
A lawyer, a friend, someone who understands these things. It can save you a lot.

Still drawing the straight line between the assassination of our independence leaders, their replacement by colonial thugs and armed compradors trained to hate and dispossess their own people for tokens, the deliberate engineering of our apathy through religion and entertainment, and the current global order of extraction that runs on African exploitation.
It is like explaining calculus to someone who is still negotiating with the concept of numbers. The intellectual labor is bottomless and the audience is inexhaustible. And the more I do it, the more I suspect that is precisely the design. Not a failure of the system but a feature of it. Keep the activists buried in debunking myths about African inferiority, keep us perpetually performing the basics for the unconvinced, so that we never get to the actual work of dismantling the machinery itself.
We are not losing because we lack the argument. We are losing because we are too busy making it.
