There was certainly higher concentration of wealth in NW DC and MD suburbs, but there was still plenty of money in NOVA to build nice clubs at the time. But if you were a wealthy resident of Old Town Alexandria and wanted to build a course nearby, you had to build on less desirable land east of the Fall Line. Or join club further away like Congo, Washington Golf, or Burning Tree built on land west of the Fall Line.
