The State Department for Trade, in collaboration with the State Department for ICT and the Digital Economy and with support from the World Bank through the Kenya Digital Economy Acceleration Project (KDEAP) is in the process of developing the Digital Service Export Strategy.

The strategy will provide a roadmap for unlocking opportunities in software development, fintech, business process outsourcing (BPO), creative digital content and other high-growth digital sectors. It aims to create quality jobs, expand export markets and increase Kenya’s foreign exchange earnings.

Speaking today during a stakeholder workshop in Nairobi the Director of ICT at the State Department Timothy Were, said the strategy will leverage Kenya’s strong digital ecosystem to drive exports, enhance the competitiveness of local businesses and create new opportunities for innovators and young people.

Among the key proposals are the establishment of a Digital Kenya brand and a national e-commerce platform to increase the global visibility and market access of Kenyan digital products and services.

Once finalized, the strategy will provide a coordinated framework for government, the private sector and development partners to accelerate the growth of Kenya’s digital exports, create high-value employment and position the country as a regional and global digital trade hub.

The State Department for Trade is convening a two-day consultative forum on the draft National Trade Development Bill, 2025.

The Bill seeks to provide a comprehensive framework for the development, promotion and regulation of trade in Kenya. It further aims to enhance effective coordination and collaboration between the national and county governments, the private sector, and non-state actors on trade-related matters.

The consultative exercise will pave the way for broader public participation in shaping the Bill, ensuring that the views of all stakeholders are taken into account before its finalization.

The State Department for Trade is in the process of developing an e-commerce policy to provide a structured framework to guide the development, growth and regulation of e-commerce in the country.

The policy seeks to enhance consumer protection, promote the development of digital infrastructure for digital trade, develop a coherent policy framework, support micro, small, and medium enterprises(MSMEs) and respond to climate change and sustainable e-commerce.

A draft version of the Kenya E-Commerce Policy has been prepared with extensive input from a broad range of stakeholders across government Ministries, Departments and Agencies (MDAs), the private sector and academia.

A delegation from the Competition Authority of Kenya (CAK), led by Director-General David Kemei, engaged with the State Department to provide their perspectives. The CAK emphasized the necessity of a robust framework to ensure fair competition, protect consumers and sustain growth within Kenya’s dynamic e-commerce sector.

The CAK team was welcomed by ICT Director Timothy Were, who highlighted that the policy will strategically position Kenya within the digital economy, unlock new business opportunities and significantly boost the country’s competitiveness.

The State Department for Trade hosted a vibrant side event during the ongoing Devolution Conference in Homa Bay, bringing together key stakeholders from both national and county governments and the private sector to explore ways of unlocking county-level trade opportunities.

Held under the theme “Unlocking County Trade Potential by Strengthening Local Value Chains for Inclusive Growth”, the session provided a platform to discuss how counties can leverage their unique resources, value addition and market linkages to spur economic growth.

Principal Secretary for Trade Regina Ombam underscored the immense opportunities for counties to diversify and grow. She noted that fostering a business-friendly environment, simplifying regulations and investing in critical infrastructure such as roads, energy, water, storage facilities and market spaces would be key to unlocking value chains in horticulture, dairy, livestock, fisheries, textiles, tourism, mining, hospitality and other sectors.

Each of these areas, she said has the potential to stimulate localized growth while contributing to national economic growth.

She affirmed that the national government will continue to provide policy framework for coherent economic planning and investments , support counties with strategic projects and ensure that Kenya’s trade, manufacturing, agriculture and infrastructure sectors work in harmony to meet both domestic and international market needs.

The event featured two panel sessions, where panelists shared insights on positioning counties to tap into global markets.

The side event concluded with a call to action for counties to invest in value chain development, promote local entrepreneurs and take advantage of Kenya's trade agreements to access global markets.

The Principal Secretary for Trade Regina Ombam today held a consultative meeting with key stakeholders and development partners to align ongoing efforts aimed at enhancing cooperation and strengthening Kenya’s trade sector.

In her remarks PS Ombam emphasized the critical role of trade in driving sustainable economic growth and called for a more inclusive and well-coordinated approach to partnerships, ensuring alignment with the government’s Bottom-Up Economic Transformation Agenda (BETA).

The PS stressed the importance of fostering synergy among development partners to maximize the impact of available resources and avoid duplication of efforts.

She highlighted notable milestones achieved through collaborative efforts, including the development of the National e-Commerce Strategy, facilitation of cross-border trade and support towards the Kenya National Multi-Commodities Exchange (KOMEX) and the Warehouse Receipt Systems.
