The reason fans feel like Formula 1 races are long, is that F1 has progressively evolved to the action being concentrated in short phases:

- The start, where cars are bunched up and small mistakes are costly
- Pitstops, where the order is scrambled and mistakes can happen
- The final few laps, when strategy starts coming in to play

The reason the highlights are getting more popular has less to do with the length of the race, and more to do with the overall quality of the racing.

When you have 15 minutes of action during a two hour race, it's natural that the format which compiles the 15 minutes will be more attractive after the race, than the race itself.

The solution is not to have shorter races - The sprints suffer from the same problem, although to a lesser degree.

The solution is to cultivate the formula to ensure that there is a potential for action at all times.
