An MCA’s primary role as clearly defined under Article 185 of the Constitution of Kenya 2010 and Section 9 of the County Governments Act 2012 is to legislate, represent the people, and provide oversight in the ward.
Actual development funds and project implementation rest with the County Executive, per the separation of powers in the Constitution and the County Governments Act.
Blaming MCAs alone for every unfinished project is dishonest and misleading.
However, MCAs must account to wananchi: Which Bills or Motions they have sponsored and successfully passed in the County Assembly that have directly benefited the people.

Excavation works on the 8,000 capacity Kabarnet stadium was done by Birmark Limited at a contract sum of Kshs. 14 million.
In the 2014-2015 Financial Year a wall was erected around the stadium at a cost of Sh10,775,356, but it was left incomplete and part of it collapsed.
In 2015, it emerged that the county did not have a title deed for the land on which the stadium sits.
In 2016-2017 Controller of Budget report showed that there was the construction of sanitation, changing rooms and a pavilion at a cost of Sh23.7 million.
Another contractor was also awarded a tender to rehabilitate the stadium at a cost of Sh17.5 million.
Expenditure records for the Ministry of Youth Gender Sports and Culture revealed that the contractor had been paid Sh16,776,268 as of June 2018.
