@Hinehiine_ He adopted and mothered all the Melusines in Fontaine. He wasn’t directly called “Mother” and you can debate on if his actions counts as paternal or maternal, but taking into account Arle’s story/presentation, I believe he was written as her counter in mind.

—in male characters like Lyney and Freminet, plus Clorinde and Chevreuse being two of the strongest & most skilled members in their section of the government. That's without even mentioning the design choices across the cast like suited ladies.
