ZOS baited my purchase of the DLC with this Ring, and now they're nerfing it after doubling down on its effects when PTS play-testers said it was going to be very strong. I was happy to see ZOS stick to their guns, and I was looking forward to perfecting my 1 bar build. Oh well.
