David Tembeโs career began in 1981 when he joined Johannesburg Emergency Medical Services (EMS) as a paramedic. His dedication, leadership, and vision saw him rise steadily through the ranks:
โข1989: Promoted to EMS Superintendent.
โข1999: Acting Director of the EMS Academy.
โข2001: Appointed EMS Director of Operations, overseeing all city fire stations.
โขEarly 2000s: Pioneered Johannesburgโs elite Urban Search-and-Rescue Unit while acting as EMS Chief.
In 2003, Tembe transitioned to law enforcement as Director of Operations at JMPD. His leadership and expertise quickly propelled him to national prominence. From 2011 to 2013, he served as the National Chief of Traffic at the Road Traffic Management Corporation (RTMC), the head of South Africaโs national traffic authority, where he championed road-safety initiatives and law enforcement programs. #DavidTembe

This morning we pay tribute to a true patriot and giant of public safety, Chief David Tembe
I had the honour of working with Chief during the @HermanMashaba Administration when he led the JMPD, and again after 2021 when we served together as ActionSA MMCs in the Dr @mphophalatse1 Administration. His leadership, discipline and deep love for Johannesburg shaped all of us who walked alongside him.
Chief Tembeโs journey, from EMS first responder during the violence of the 90s, to National Traffic Police Chief, to JMPD Chief, to ActionSA leader - is the story of a man who dedicated his entire life to saving lives, restoring law and order, and serving his country with dignity.
A mentor, a commander, a patriot, and a colleague we proudly called โChief My Chief.โ
