@humantransit A German guy I know moved to San Diego and was hanging out downtown. Police threatened to cite him for loitering. “But I wasn’t doing anything”, he countered. They said that’s exactly what he’d be cited for. He couldn’t believe that just being on a sidewalk is a crime here.
