@haaretzcom reports this evening that Israel's Ministry of National Security, under Itamar Ben Gvir, launched a program to counter settler violence. To do so it intends to allocate approximately ILS 4 million to an NGO - Ahavat Gilad - identified as a financial conduit for settlement outposts whose activities have prompted sanctions by the United Kingdom, Australia, Canada, France, New Zeal, and and Norway.

It is further evidence, should any more be needed, that the entrenchment of Israel's unlawful presence in occupied Palestine, and the settler violence that is inherent to it, cannot be dismissed as the conduct of isolated individuals. Where public authorities finance, or otherwise support such activities, State responsibility arises.

I have said it before and will continue to do so: the unlawful presence identified by the International Court of Justice is sustained by State policy, State resources, and State institutions. That is precisely why the Court's conclusions on non-recognition, non-assistance, and cooperation are directed at States, not merely private actors.
