Industrial orgs ave 3-4sigma, not sure it's a fair comparison but didnt find any closer:
For 154mill votes
4 Sigma = 0.62% error = 1 million defects
3 Sigma = 6.7% error = 10 mill

What no. = Fraud?

I wonder what number of errors would indicate special cause variation - i.e. variation not from the natural reliability of the counting process?
