The second is judgement. As your responsibilities increase, so will the consequences of your decisions. Good judgement is developed through experience, collaboration and the humility to learn from mistakes and adjust course when necessary.

President Kagame, Commander-in-Chief of the Rwanda Defence Force, presided over the graduation of 108 Senior Officers from Rwanda and across the continent and beyond, who formed the 14th intake of the Senior Command and Staff Course, at RDF Command and Staff College, Nyakinama.

I’m in Kigali, Rwanda, where I just spoke at the opening of @NEISAfrica’s Nuclear Energy Innovation Summit for Africa #NEISA2026, together with 🇷🇼 President @PaulKagame, 🇹🇿 President @SuluhuSamia, and 🇹🇬 President @FEGnassingbe.
Africa needs more energy, with around 600 million people still lacking access to electricity. The interest in nuclear power is real: about half of all @IAEAorg newcomer countries are African, and 13 are actively pursuing nuclear power programmes.
Rwanda specifically is among the countries looking to nuclear energy as part of the solution, with plans for nuclear to contribute more than 60% of its energy mix by 2050. I handed over to President @PaulKagame the Integrated Nuclear Infrastructure Review (INIR), a report by the IAEA that assesses the country’s progress in developing the infrastructure needed for a safe and secure and sustainable nuclear power programme.
Africa’s energy future will be built by Africans, and the IAEA is ready to continue supporting countries across the continent, from infrastructure development and capacity building to new technologies such as SMRs. Recent agreements between the IAEA and financial institutions such as the @WorldBankGroup will be key in turning ambition into reality.

MINICT welcomed the 5th cohort of the Digital Fellowship Programme, continuing a partnership with GIZ and other partners that has helped grow a pipeline of young professionals contributing directly to Rwanda’s digital transformation and innovation. The programme has steadily proven its value, with fellows bringing fresh ideas and energy, and many going on to continue serving within the systems they support.
This cohort builds on that track record, reinforcing a model where investment in talent translates into stronger delivery for citizens.
In Kigali last week, #Rwanda, #Benin, and #Ghana sat together Identification, Immigration, and national ICT agencies not to discuss the idea of interoperability, but to build it.
The Smart Africa Data Exchange (SADX) Technical Assessment Mission tackled infrastructure, integration, PKI trust chains and API contracts. The details matter: which system receives the verification request, which node holds the certificate, who owns incident response when something fails.
That's what SADX is about, not a concept document, but a live technical architecture being stress-tested by the countries that will launch it.
