In Plain English:
If the U.S. already has a tariff on a certain product or import from a country (say, 25%), and there's talk of new tariffs being announced, they won’t be cumulative. So the rate would stay at 25%, not increase to 50% or more.

Oil prices fluctuated between gains and losses after OPEC+ agreed to a larger-than-expected output rise next month, with Brent oil up 0.6% to $68.70 per barrel.
The benchmark had dropped as much as 1.6% earlier in the day.

China's steel industry is redirecting its exports to Russia, with a significant increase in value, due to weak domestic demand and Russia's need for specialized and construction-grade steel amidst declining domestic production.
Sanctions imposed on Russia following its invasion of Ukraine have led to a substantial decrease in its steel production and a struggle to find new export markets, while simultaneously facing an influx of cheap Chinese steel. - OP
