@Orellius @nexta_tv Everything can be measured. Further, wtf are you on about the constitution? There are a handful countries without a constitution (UK being one of them). Estonia has a constitution. There are no aspirations for it to be developed further nor any issues brought out for it.

@Fiushin Again, you said it is not done at all. Noone is saying that the service is perfect everywhere. Please go read the thread and what your claims were. Majority of the time the roads are drivable. With heavy snow it is the seme with carways.
