BUGANDA'S KASUJJU LUBINGA IS NOT THE EQUIVALENT OF TOORO'S OMUSUUGA

Following the passing of King Oyo, we came to learn about Tooro's powerful chief royal—Omusuuga. The title and responsibility fit well in the personality of elder Prince Charles Kayondo Kamurasi, the paternal uncle of King Oyo. The Omusuuga, based on what was revealed, immediately took responsibility of the Kingdom, and his word would finally determine the next Omukama of Tooro. According to my observation, he's duly executed his role with utmost respect to the traditions and customs of the land, despite a few shortcomings.

Having known the Musuuga, and the drama that has surrounded the death and ascension of a new king to the throne of Tooro, a number of people were anxious to know who in Buganda, does the kind of work that the Musuuga does, at the unfortunate time when the storm extinguishes the fire in Buganda. Many suggested that this is the responsibility Kasujju Lubinga, a member of the Lugave (Pangolin) Clan, a Mutuba head based in Busujju and son of Kasoma Nakatanza (one of the Lugave Masiga).

Kasujju Lubinga, initially titled Kasujjubbeere came to the limelight after a young boy known as Kalali (current Kasujju Lubinga is Abdul Migadde) amazed Kabaka Mutebi I, when he made a logical conclusion determining the case that many elders had failed to do. The Kabaka, on being amazed by the boy's intellect, he declared and appointed him to the jury to help determine cases of the princes and princes. Kasujjubbeere was also given the responsibility of guarding the princes away from the palace, installing their heirs and establishing their territories known as the Mutuba.

It is true that the Kasujju Lubinga plays a critical role in the enthronement of the new Kabaka, but his role is not to the tune of that of the Musuuga. Kasujju, as the guardian of the princes, the Kasujju Lubinga is just part of the intricate process of selecting the Kabaka. His role is limited to availing the selected prince and handing him over to the Katikkiro and also fulfilling the custom of shrouding him in backcloth and leopard skin like he does for all heirs of the princes.

After the dissapearnce of the Kabaka, Buganda Kingdom authority lies in the hands of the Katikkiro, who in consultation with other senior leaders of the Kingdom like Kimbugwe, clan leaders, Ssaza Chiefs and other senior palace administrators convene to determine the prince to ascend the the throne of his ancestors. This prince must belong to the category known as Abalangira b'Engoma. Priority is given to the sons of the fallen Kabaka, except his first born son titled Kiweewa.

It should be noted that it is okay for the king to disclose his choice of heir, but his will is not binding. The committee may or may not consider the king's favorite son for succesion. This therefore indicates that the Kabaka has no authority to choose his successor as per fhe norms and customs of Buganda. Additionally, the royal family also has no business in determining the successor because of their conflicting interests.
When the choice is finally done, the Katikkiro asks Kasujju Lubinga to produce the prince that has been selected. As the guardian, Kasujju Lubinga could also give his views regarding the character of the chosen prince. The Kasujju Lubinga therefore just plays a peripheral role in determining the successor to the throne, unlike the Musuuga who superintends the Tooro Kingdom after the passing of the Rukirabasaija Omukama and runs the show for the enthronement of the new monarch.

Therefore, unlike in Tooro where the authority of the Omukikirwa fades with the appointing authority, in Buganda, the Katikkiro plays a very critical role in helping the Kingdom manoeuvre the storms of the passing of the Kabaka, the enthronement of a new one and stability post enthronement. The new Kabaka is at liberty to maintain his father's Katikkiro or retire him and appoint a new one.

The Babiito Clan Succession Committee has formally elected Prince Edward Rukidi Kijanangoma to ascend the throne as the next Omukama of Tooro Kingdom.

Prince Edward, a respected UBC News Tonight journalist, is the son of the late Prince Christopher Paul Kijanangoma and grandson of the late Omukama Sir George David Rukidi Kamurasi III. He succeeds the late Omukama Oyo Nyimba Kabamba Iguru Rukidi IV.
