A term doesn't have to be explicitly employed for us to understand its essence in an encyclical. This is the same principle we use when we coin terms like “Purgatory” or “Holy Trinity” from Sacred Scripture.

He condemned the very idea of racism in the aforementioned encyclical (perhaps you haven't even read the entire encyclical yet). Again, the same Pope was so adamant in his opposition to racism that he went as far as having an encyclical, Humani Generis Unitas, drafted, which contained the same condemnation of racism, the very thing you are promoting.
