LENI UNVEILS INCLUSIVE, SUSTAINABLE ROADMAP FOR NAGA
Former Vice President Leni Robredo formally assumed office as Naga's first female mayor on Monday, June 30, pledging to lead with a bold, citizen-centered agenda focused on inclusive growth, environmental resilience, and participatory governance.
In her inaugural address at the Naga City People's Hall, Robredo presented her administration's comprehensive roadmap built around eight strategic goals—dubbed the "2028 Finish Lines"—aimed at raising the quality of life for all Nagueños and reclaiming the city's legacy as a model of good governance.
"These Finish Lines are more than just aspirations," she said. "They form the path to a future where every Nagueño can reach their dreams—and be proud of their contribution to our city's course."
The 2028 Finish Lines include: an inclusive and thriving economy; a cleaner, greener, and climate-resilient city; walkable, safe, and organized neighborhoods; healthy, educated, and well-housed Nagueños; cultural preservation and creative growth; open, digital, and participatory governance; Naga as a center of good governance and innovation; and an efficient, agile, and citizen-focused government.
Robredo noted that the roadmap was crafted during the transition period with input from diverse stakeholders.
Opening her speech with a personal reflection, Robredo recalled standing in the same venue in 1988 when her late husband, then-Mayor Jesse Robredo, first took office.
"I was 23 years old, a new mother to my eldest daughter Aika, and just beginning to chase my own dreams," she said. "But I knew I was already part of something greater—Jesse's vision of a better Naga."
She credited Jesse Robredo’s legacy with laying the foundations of people-centered governance in Naga and vowed to uphold those values. "The story of Naga is not just about one leader. It’s about a city that has always worked together—leaders and people alike."
While she admitted she never imagined running for mayor, Robredo said she did so "to ensure that the sacrifices made for good governance are protected, sustained, and taken to the next level."
"Rest assured, this mandate you have given me will not go to naught," she said. "Together, we will build a Naga that is not only admired across the nation—but truly loved by its own people."
"With purpose and unity, we declare the kind of city we are determined to build together—anchored on the promise made many years ago by Jesse: to make Naga a happy place for every Nagueño."
