Rather than sitting idle, those tokens are being delegated to _all_ participating validators based on performance criteria. Minimum self-stake to quality is only 2 XNT. Your validator costs roughly $150.00/mo. As all 1B supply gets staked, each validator is able to produce blocks and earn block rewards from fees of transactions.
