@LostInMonroe@TheEXECUTlONER_ If that were the case, why do they put up signs saying the lane is closed ahead? If there were no warning, no one would get out of the closed lane, everyone would have to live with the consequences.

Cop had no RIGHT to demand any information.
But because the rider didn't refuse, the cop did nothing wrong. He could ask for ID.
