It is in a context of the Us empire/Collective West feeling threatened in its hegemony through the failures of NATO in Ukraine, Israel in Palestine.
The Collective West is upset at seeing Russia being safe, being in a "business as usual", they want to create in Russia a sense of insecurity.
The image of Tucker Carlson and other Western personalities visiting Moscow is a huge damage to the narrative of Russia bad, of Russia losing the war, of Russia being a "police state"

Comes down again to the question "cui bono", to whom benefits the crime and who are the US enemies.
Who are Russia's enemies and who has interests in attacking Russia at the present. We did the same exercise with the attack on Nordstream pipeline, it is a no brainer.
The US might control the media, the narrative but ultimately logic and common sense prevails.

The US and its vassals states want to elicit a response from chess master Vladimir Putin, they have again forgotten that Putin will be calculated, not emotional but rational and he will chose the time, location. It will be in his own choice and appropriate, trying to avoid Russia to be led into escalation against NATO just because he is already winning and time/resources and most of the World's support is on his side.
Terrorism is the tool of the loser, the move of the coward, of the wounded dog who is about to die and surge in a last desperate strike for relevance.
