I agree that Necrons are an outlier. The Tyranids feel I feel are just used as an ambiguous enemy for all factions. Powerful yes, but GW won't make them a major plot driver. Strictly my opinion.
But my point being if enough Primarchs return, the government of the Imperium has to be effected. They override basically every level of government except Mars. If one primarch can overturn major crisis, the War of the Beast and the Plague Wars, what will 5 + do?

I get that but like why would that be a good thing? Like a force of unified Loyal Primarchs should in theory be enough deal with most factions. The chaos primarchs are not unified in the sense that they can fight each other. I just feel like long term this a bad move and will cause massive retconning in the future.
