The scheme worked because of the system, not in spite of it.
The secrecy walls built to hide operations from China and Russia hid the fraud from the CIA itself.

Some of the stuff looked fine but the only game shown that made my eyes bulge out of my head like a looney toon character seeing a hot dame was that Chronicles game

We could have fixed that cow hide farming exploit in few minutes bonbons, just kill the respawn or drop the price of the hides. But that's not how we roll. Designer's job is to create fun, not delete it. So we added a chort instead. Chort hide is double the price of cow hide, not by a coincidence. We saw you farming, so we raised the stakes.
The whole thing spiraled beautifully: later Bovine Defense Force became a Gwent card (cow leaves the battlefield, chort arrives). And then, we made something special in Hearts of Stone. Taxman Walthemor Mitty shows up at 35K orens and asks Geralt point blank whether he was involved in the wholesale rawhide trade in White Orchard.
This is what game design is for me: don't patch the fun out, find a way how to escalate it, engage with fun dialog with the players, surprise and delight.

In The Witcher 3, players found a way to make easy money by repeatedly killing cows and selling their hides. Instead of removing the exploit, the developers added a powerful chort monster that would appear if players abused it.
The monster was much harder to defeat, but its hide sold for even more money. This turned a simple exploit into a tougher challenge with better rewards.
