you get an offer letter after being the successful candidate and hence you can always decline the offer due to salary offered etc. so you cannot say offer letter literally come after all those. you may also refer to case laws on this

@aseisheated Yes - Remember most offer letters are conditional to things such as reference checks, criminal checks etc. The Company can withdraw such offer if it surfaces that you have a criminal record at that stage. Also, it depends on if the candidate had accepted the offer before retract
