One does not need to be in contact with every member of an in-group to recognise it as such. Like ethnicity.

They should have taken it seriously and immediately checked him, but they didn't. We all know why.

However, it's worth bearing in mind that there is no limit on how long a Kirpan can be for public carry.
No other weapon is treated like this.
