I. THE QUIET MAN
Some men never have to raise their voice, because in 38 years nobody ever made them.
Paul Chabrier ran the International Monetary Fund’s Middle Eastern Department from 1992
to 2002. In December 1999, right in the middle of it, he sat down and wrote out what 4 countries were going to hand over. †
He published it in the IMF’s own magazine. Six directors, six regions, and the whole package ran under the title “The World Economy,” because of course it did. †
He opened with a compliment, the way you pet a dog before the vet comes out. The region was once among the most developed on earth. Its coins were trusted everywhere.
Then his list:
Stop protecting your public sector.
Drop your trade controls.
Get rid of your labor protections.
Hand your state industry to private buyers.
Speed it up, he added, even in
the countries already doing what they were told.
Privatize the banks. †
Four demands. No threats. No raised voice. Nothing you could point at and call cruelty.

II. ONE DESK, FIVE COUNTRIES
Here is the thing that turns four sad stories into one crime scene.
The IMF’s own archive lists which countries his department handled.
This is the Fund’s filing cabinet describing the Fund’s own paperwork. †
Algeria. Egypt. Pakistan. Afghanistan. Lebanon. †
One department. One director. Ten years. There is a second file series in that same archivewith his name printed in the title. His name is on the Egypt folder. †
He didn’t stumble into these countries. They were his portfolio.
III. ALGERIA
Algeria came to the Fund in the middle of a civil war.
The war ran 1991 to roughly 2002. The IMF program ran 1994 to 1998, which is to say entirely inside it. †
Inflation came down. Reserves went up. Somebody in Washington got a good quarter.
Meanwhile the industrial sector was, in the record’s own language, dramatically affected by the adjustment measures. Unemployment sat near 30% into 2001. The unions fought the privatizations, because unlike the men writing the memos, the men in the plants
could read. †
And the Fund’s board commended the authorities for their steadfast implementation undervery difficult circumstances. †
Very difficult circumstances.
That’s a civil war. Written up like a rainy weekend that delayed the shipment.
The IMF walked into a country already
coming apart at the seams and hand it a demolition schedule and a timeline.
All under the signature of Jeanne’s father.
Algeria has not forgotten. Its president still points at the nineties as the reason he would rather borrow from his own citizens than take another call from these people. †
