That is the purview of a family that teaches you how to be a good person, even when life hands you lemons. The criminal justice system comes in afterward, secondary to their upbringing and actions.

@dsmart The counter to this is that the original Constitution does not say that Americans must identify themselves to any Government authority to purchase, own, or manufacture a weapon/pistol/gun/rifle/etc. All of the above would trample on that Constitutional amendment.
