@NotEleeysium @khazarAntlers Black and White restricted access to previous gen pokemon until you beat the game. Then it unlocked the ability to catch older pokemon on earlier routes as well as trading with gen 4 games. To compensate, gen 5 had the most new pokemon introduced in a gen ever.
