Light-hearted laughter and camaraderie filled the room, as the senior management of the MoFA, led by PS Bagiire Vincent Waiswa, held a farewell luncheon for the three outgoing Ministers of Foreign Affairs, Odongo Jeje Abubakhar (2021–2026), Oryem Henry Okello (2005–2026), and John Mulimba (2021–2026).
The trio, who have been at the helm of the Ministry, have seen it through a number of milestone developments and transitions, including the actualization of the Ministry’s shift in priorities from traditional diplomacy to economic and commercial diplomacy.
In his remarks, the Permanent Secretary, Mr. Bagiire Vincent Waiswa, thanked the outgoing ministers for their dedicated service and leadership, noting that they had overseen significant achievements that strengthened the Ministry’s institutional capacity and service delivery. He emphasized that the true success of any institution lies in continuity and the lasting foundations established by its leaders.
Hon. John Mulimba expressed gratitude to the Ministry’s senior management and colleagues for their teamwork, guidance, and support throughout his tenure, particularly in safeguarding the institution’s reputation, and called for continued collaboration with the incoming ministers while wishing them success.
Hon. Okello Oryem, reflecting on his long service since 2005, thanked God for the opportunity to serve and appreciated the Ministry and his seniors for their guidance and cooperation, noting that his experience had deepened his understanding of international diplomacy, and he wished the incoming leadership fruitful service.
This afternoon, I officiated at the groundbreaking ceremony for Kidepo International Airport in Karenga District.
I reminded the wananchi that Karamoja has come a long way from the days of insecurity, cattle rustling and lawlessness. The restoration of peace has created the conditions for the Karamoja region to develop.
The airport will improve access to Kidepo Valley National Park, boost tourism, attract investors, create jobs for our young people and expand markets for local products. Already, more than 1,600 Ugandans are employed on the project.
I thank our partners from Sharjah in the United Arab Emirates for recognizing the immense opportunities that exist in Uganda and Africa.

Following high-level talks at State Lodge Nakasero, H.E. Yoweri Kaguta Museveni has reaffirmed Uganda’s commitment to regional industrialisation, expressing full support for a proposed East African oil refinery in partnership with Mr Aliko Dangote.
President Museveni emphasised Uganda’s readiness to invest in the project, including acquiring shares, as part of a broader strategy to advance regional integration, strengthen energy security, and promote value addition across Africa.
He reiterated Uganda’s long-standing position against exporting raw materials, underscoring the need to process crude oil locally to create jobs, build industries, and drive sustainable economic growth.
The proposed multi-billion-dollar refinery, with an estimated capacity of 650,000 barrels per day, is expected to serve multiple countries across East and Central Africa, reducing reliance on imported petroleum products while unlocking regional potential through shared infrastructure.
Uganda will continue advancing its Hoima refinery project alongside these regional efforts, with both leaders highlighting the transformative impact of cooperation in building resilient, self-sustaining African economies. #OpenGovUg
Today, we officially welcomed the first of two newly leased aircraft into the Uganda Airlines fleet with a wet-leased Boeing 737-800 operated in partnership with Ethiopian Airlines. ✈️🇺🇬
