East African efforts to stabilize East DRC is laudable. But trying to defeat M23 militarily is like giving aspiring for cancer. Problem goes back to 1994 Rwandan genocidiares taking refuge in DRC, and that must be resolved before Rwanda feels secure and stops supporting M23.
