USC Price Professor Glenn Melnick highlights why the details matter: “But in fact, they can be used for other things later.”

Could pop-up shade sails be LA’s savior amidst major heat waves?
Researchers and community partners involved with ShadeLA are testing temporary shade sails, pop-up tents and other structures that can provide relief in areas where trees are scarce or take decades to mature.
Expanding shade can protect public health and make sidewalks, parks and transit stops safer during increasingly intense heat waves. But complicated permitting processes could prevent these solutions from being deployed where they are needed most.

Film tax credits promise jobs and investment. But what do taxpayers get in return?
As Illinois expands incentives to attract film and television productions, USC Price Professor Michael Thom questions whether the public benefits justify the costs.
“The general rule of thumb is that for every $1 taxpayers give Hollywood, taxpayers get back 10 to 20 cents,” Thom says. “Who would invest their money in something with that kind of a return on investment?”

Who shows up to vote can shape the policies that hit closest to home.
In @AARP's look at the 2026 midterm elections, USC Price Professor Jeffrey Jenkins explains how older adults’ consistent voter turnout gives them influence over issues such as Social Security, health care costs and retirement affordability.
“An individual citizen’s vote is worth more in midterms years. If high-turnout groups such as older adults vote in midterms, politicians will absolutely be interested in what issues are important to them.” USC Price Professor Jeffrey Jenkins explains.

Can climate action and economic growth advance together? California’s AB 32 offers 20 years of evidence.
Co-authored by Fran Pavley, environmental policy director at the USC Schwarzenegger Institute (@GovArnoldUSC), and signed into law in 2006 by then-Gov. Arnold Schwarzenegger, AB 32 set a statewide limit on greenhouse gas emissions and helped establish California as a global climate leader.
Since its passage, the state’s GDP per capita has grown by 41% while emissions per capita have fallen by 29%. A new report from Next 10 examines what made that progress possible—and what California’s experience can teach us as growing energy demands, rising costs and aging infrastructure shape the next generation of climate policy.
