Good meeting with Engineer Belgassem Haftar, Director General of the Libyan Development and Reconstruction Fund. We discussed the opportunities and strategies for uniting Libya’s economic institutions, as well as ways to create the conditions for stability and prosperity for the Libyan people.
Under Secretary of State for Economic Affairs Jacob Helberg @UnderSecE joined the discussion to explore opportunities for investment in Libya for U.S. companies and highlight the steps that Libyan authorities are taking to strengthen the business and investment climate.
I had a productive call yesterday with Bilgassem Haftar, Director General of the Libya Development and Reconstruction Fund. Joined by LEO Chargé d'Affaires Jeremy Berndt, we emphasized the importance of finalizing a unified budget for 2026 to bolster Libya’s financial stability, safeguarding the value of the dinar and the purchasing power of the Libyan people, and enabling the implementation of development projects across Libya. I also expressed our appreciation for the vital work undertaken by the Libya Development and Reconstruction Fund.

Today I was honored to address the Libya Energy and Economic Summit, and witness the signing of agreements by @ConocoPhillips to take their longstanding partnership with Libya to new heights and by @Chevron to resume cooperation with a country in which they have deep history and expertise. It was also great to see the many other U.S. companies present at the Summit. Thank you to the key Libyan officials who are supporting our growing bilateral energy partnership for your dedication to helping Libya harness its full potential. The United States will continue to support Libya’s work to build a united and prosperous future for all Libyans.
Thank you to Prime Minister Dabaiba for hosting us in Tripoli. We had a good discussion focused on strengthening economic cooperation and U.S. support for Libyan-led efforts toward unification. Stability and unity remain essential to attracting U.S. investment to drive prosperity for both our countries.
In the afternoon, USLBA joined the @ACGlobalEnergy to host Oil Minister Dr. Khalifa Abdulsadek and Health Minister Dr. Mohamed Al-Ghouj.
Talks focused on increasing production, attracting investment, and improving efficiency and public trust in Libya’s healthcare sector.

We began the morning hosting Central Bank Governor Naji Mohamed Issa and his delegation at @USLBA discussions on Libya’s economic outlook, reform agenda, and opportunities for partnership with U.S. businesses.
The U.S.-Libya Business Association held a roundtable and discussion session at its headquarters in Washington, attended by Central Bank Governor Nagie Issa, former U.S. Special Envoy to Libya Jonathan Winer, and representatives of several American companies and businessmen.
The participants discussed economic developments, the business and investment environment in Libya, and its impact on the performance of foreign and American companies operating in the country.
The meeting also addressed the efforts of the Central Bank to reform the Libyan economy and the opportunities for enhancing economic cooperation.
