5/5 A multilateral regional instrument could address deficiencies in China's domestic governance of weather modification. The World Meteorological Organization also has an important role to play in strengthening international cooperation and information exchange.
4/5 We argue that China should strengthen its legal framework to perform greater ‘due diligence’ by adopting a precautionary approach, and adopting and enforcing appropriate procedural measures to address the risk of transboundary harm.
