Eligio (Kika) de la Garza, II, was born in Mercedes and raised in Mission. Kika served in the U.S. Navy and later in the U.S. Army during the Korean War. He represented South Texas in the state legislature (1952-1964) and the U.S. House of Representatives (1965-1996).
He was a long-serving member and chairman in the House Committee on Agriculture and was one of the founding members of the Congressional Hispanic Caucus.
