BRUSSELS, March 21 (Reuters) - European Union governments will consider whether to impose an oil embargo on Russia over its invasion of Ukraine as they gather this week with U.S. President Joe Biden for a series of summits designed to harden the West's response to Moscow.

The UK's Chief of Defence Intelligence, Lieutenant General Sir Jim Hockenhull, says "the Kremlin has so far failed to achieve its original objectives".
He attributes that to two reasons - problems of its own making, and surprise at the scale and ferocity of Ukrainian resistance.
Traveling at Mach 5 or faster, hypersonic weapons are difficult to detect, posing a challenge to missile defense systems. Hypersonic missiles can travel at a far lower trajectory than high-arcing ballistic missiles, which can be easily detectable.
New: Russia launched hypersonic missiles against Ukraine last week, the first known use of such missiles in combat, multiple US officials tell CNN. The US was able to track the launches in real time, the sources said.
