Unfortunately, the current level of supplies for our air defense does not allow us to intercept a significant share of missiles. Last night, there were hits. 130 people were injured. Tragically, 22 people were killed, including two children. My condolences to all those who have lost their loved ones.
We know from intelligence that another large-scale strike may come as soon as tonight. All our partners together, and everyone in Europe, should continue working to ensure missiles for our air defense, as well as the systems, critical intelligence, and other things that help to save lives.

Europe needs its own anti-ballistic defense so that this war can finally be brought to an end. And assistance from the United States in supplying missiles for Patriot systems is absolutely necessary. We are counting on the support of our partners and on effective responses to today’s attack.
The only reason for Russia’s overnight horrific attack against Ukraine with 656 drones and 73 missiles that killed at least 12, including children, and injured hundreds of civilians is that Putin is a war criminal and loser who has no cards except terror.
Moscow is losing on the battlefield. No number of missiles can change this.
What we can change is Russia’s ability to continue terror. I urge partners to act, not only condemn. There are concrete steps that can be taken.
First. Use the unblocked European Peace Fund to fund the PURL program and buy additional “Patriot” systems and missiles for Ukraine. Advance the anti-ballistic coalition. Increase investment in Ukraine’s long-range capabilities.
Second. Ramp up pressure on Russia through new sanctions, travel bans for combatants, the full use of frozen assets, and isolation.
Third. Take long overdue strategic steps such as opening EU negotiation clusters for Ukraine.
Terrorists in Moscow must realise that their brutal attacks won’t bring them anywhere. That the price for their regime will only increase. That the only way out for Putin is to immediately end this war.
Peace efforts will only succeed when they are backed with real pressure on Moscow.

More than 500 personnel of the State Emergency Service have been involved in dealing with the aftermath of Russia’s overnight attack on our cities and communities. The main strike was on Kyiv, where dozens of residential buildings and other purely civilian infrastructure were damaged again. Tragically, four people have been reported killed. My condolences to all their families and loved ones. At this moment, 38 people are in hospitals in the capital, and all of them are receiving the necessary care.
In Dnipro, a search and rescue operation is ongoing at the site of a four-story apartment building. Part of the building was essentially demolished. Nine people were killed in this attack, including a child. Thirty-five people were injured in the city. The fate of six more people remains unknown. The search for them will continue for as long as necessary.
The Russians also struck energy facilities in the Kharkiv region and critical infrastructure in Kharkiv. Kyiv, Mykolaiv, Zaporizhzhia, Poltava, Sumy, Chernihiv, and Khmelnytskyi regions also came under attack.
In total, overnight Russia launched 656 attack drones and 73 missiles of various types at our people – ballistic, cruise, and anti-ship missiles. A large-scale attack and an absolutely clear statement from Russia: if Ukraine is not protected from ballistic and other missile strikes, these attacks will continue. Europe needs its own anti-ballistic defense so that this war can finally be brought to an end. And assistance from the United States in supplying missiles for Patriot systems is absolutely necessary. We are counting on the support of our partners and on effective responses to today’s attack.
And I thank all Ukrainian men and women for not ignoring air raid alerts.

Between January and May this year, our warriors struck 15 Russian oil refineries. Russia has already imposed bans on exports of aviation fuel and gasoline, and is also considering a ban on diesel exports. As of May, nearly 40% of Russia’s primary oil refining capacity is offline.
Asymmetry is Ukraine’s greatest power.
Since the onset of this war, we realised that our resources are not equal and we cannot prevail in a direct confrontation.
Instead, Ukraine spent years developing asymmetric solutions. Now we see them playing out in full — on the battlefield, in diplomacy, and in cognitive warfare.
On the land, Russia’s manpower is no longer a decisive advantage thanks to Ukrainian drones and new tactics. Russia’s advances have stalled. Ukraine stabilised the frontline and holds the line.
In the sea, the entire Russian Black Sea Fleet has been either destroyed or neutralised thanks to naval drones. Its remains hide in faraway bases, but we get them even there.
In the sky, thousands of cost-effective interceptor drones are neutralising 92% of Russian combat drones. The goal now is to develop our own protection from ballistics together with European partners. This is a matter of strategic autonomy.
In economy, Ukraine’s long-range sanctions are effectively crippling Russia’s war machine by daily strikes on legitimate military targets of up to 2,000 kilometres inside Russia. There are no safe places in Russia anymore. Probably not something Putin saw coming when he attacked Ukraine.
We take the same asymmetric approach in diplomacy. When the world expressed deep concerns over the Iranian strikes in the Gulf, Ukraine acted. We showed not only to the Gulf states but to the whole world Ukraine’s new role as a reliable security partner.
We are deepening ties with countries from Latin America to Africa, South Caucasus, Central Asia, and the Indo-Pacific, where Russia’s influence gradually fades.
In energy, horrific Russian bombardments over the past winters taught us to decentralise and build resilient systems and approaches. We are now ready to share this experience with others.
In digital sphere, Ukraine is one of the most advanced nations on the planet: from digital public services to mil-tech and the use of AI and big data in governance. It has become one of our export positions.
In the cognitive war, it turned out that in order to foil Putin’s May 9th Red Square parade, Ukraine does not need to strike it — it’s enough to allow it. This is only one sign of our systemic expertise in countering disinformation and hybrid warfare.
Ukraine’s asymmetric advantages have been born under punches. But the best proof of their effectiveness is the fact that Russia loses initiative and any perspectives on the battlefield, plunges in a deep economic recession, and faces a brewing political crisis.
At the end of the day, it turns out that David actually has cards.
On the night of June 1, Russian attacks struck Dnipro, Odesa, Kharkiv and Chernihiv regions of Ukraine, injuring at least 18 civilians, including three children.
In Odesa, six people were injured as residential buildings, private homes, warehouses and civilian infrastructure were damaged by Russia. In the Chernihiv region, eight people, including three children, were injured in attacks on settlements in the Korukivka district.
Four women were injured in Kharkiv, where Russian attack damaged civilian property. In Dnipro, rescuers extinguished a massive fire covering 10,000 square metres after a Russian strike on warehouse facilities.
These attacks demonstrate once again that Russia is choosing war over peace. Ukraine needs more air defence and stronger pressure on Russia to stop this terror.
Today, I presented state awards of Ukraine to the people without whom Operation “Spiderweb” would not have happened. We have no right to name them – everything remains absolutely classified and will remain so for a long time. This is already a historic operation by the Security Service of Ukraine, one that was carefully prepared, and on this very day one year ago, it entered its final stage – striking Russian military equipment. Farther than Ukrainian long-range capabilities had ever reached before. As precisely as no one in Russia expected. And as justly as the enemy’s strategic aviation deserves.
“Spiderweb” destroyed or at least damaged 41 aircraft. Never before had Russia lost such equipment, in such numbers, and as a result of strikes by drones that were incomparably cheaper. Ukraine has once again proved that it knows how to act asymmetrically, that it defends itself actively and truly creatively, and that Russia has no chance of overcoming Ukrainian courage. Ukraine will always be one step ahead – in technology, in bravery, and in the ability to capture the world’s attention and rally the support of millions of human hearts.
Ukraine is now applying long-range sanctions against Russia for this war literally every day. We did not start this war, we did not provoke it, and the only thing we wanted for Ukraine and Ukrainians was peace. But as long as the Russians choose the opposite, and as long as Russia does everything to drag out this war and expand it, Ukrainians will continue to find responses that will definitely work. I thank all our warriors for their precision! I thank the Security Service of Ukraine for its long-range leadership! I thank everyone who helps us! Glory to Ukraine!
