The Ukrainian Air Force confirmed that Russia struck the Ukrainian city of Dnipro with a conventionally armed ICBM this morning, marking the first combat use of an ICBM in history.
Footage from Dnipro showed glowing reentry vehicles hitting the ground around 5 AM local time.
For the first time, an intercontinental ballistic missile hit a European city today.
Those missiles are not designed for civilian areas.

What happened in Dnipro is actual escalation. While Ukraine use strategic missiles to hit military bases, Russia puts them into residential buildings.
The warheads are coming straight down, this is a missile that was launched on a lofted trajectory because it's being used at a much shorter range than intended. Whether it's an ICBM, MRBM, or IRBM doesn't matter, it's being used against civilian targets in a nation who refuses to be part of Russia's control.

While Ukraine fights for months to secure new weapons, permissions to deploy them, and investments in its defense industry, Russia obtains what it needs to kill Ukrainians and seize their land.
Closing loopholes in sanctions is challenging, but not impossible. Efforts must be stepped up. Helping Ukraine with one hand while allowing Russia to arm with another is no strategy for success.
Sanctions are so leaky that russia can easily get components produced by Western companies and put them in drones which overwhelm Ukrainian air defense and kill civilians. @StateDept how about actually enforcing the sanctions you applied, or that would be "escalation" too?
