To the President of Mongolia, Ukhnaagiin Khurelsukh
Your Excellency Mr. President,
I respectfully present this letter for your consideration.
We are all well aware that Mongolia is a country that upholds international law and is committed to adhering to international legal obligations. In this regard, Mongolia ratified the Rome Statute in 2002, becoming a full member of the International Criminal Court (ICC).
On March 17, 2023, the ICC issued an arrest warrant against the President of the Russian Federation, Vladimir Putin, on suspicion of committing war crimes. Specifically, he is accused of forcibly transferring children from the northern region of Ukraine.
We are aware that Vladimir Putin is scheduled to make a state visit to Mongolia on September 3, 2024. As a member state of the ICC, Mongolia is obligated under the Rome Statute to comply with the above-mentioned arrest warrant.
Therefore, we formally request that you respect Mongolia's legal obligations and international commitments by executing the ICC's decision, arresting Mr. Vladimir Putin, and facilitating his transfer to The Hague.
We trust that you will give this matter your full attention.
