L'Ukraine et la France franchissent une nouvelle étape dans leur coopération militaire stratégique.
Selon le ministre ukrainien de la Défense, Mykhailo Fedorov, les négociations avec Paris concernant l'obtention d'une licence de production des missiles de croisière SCALP progressent de manière encourageante.
Cette évolution constitue un signal particulièrement fort.
Au-delà de l'aide militaire déjà apportée par la France depuis le début de l'invasion russe, il s'agit désormais d'envisager un véritable partenariat industriel de long terme, fondé sur la confiance et le transfert de technologies.

Lors de la récente visite du président Volodymyr Zelensky en France, un échange approfondi avec le président Emmanuel Macron a permis de faire avancer ce dossier stratégique.
Selon le ministre ukrainien, les discussions se poursuivent activement entre les gouvernements concernés ainsi qu'avec l'entreprise française détentrice des droits de propriété intellectuelle. Les aspects techniques, industriels et juridiques sont actuellement en cours de finalisation.
⚠️Même si le processus reste complexe, les autorités ukrainiennes reconnaissent que des progrès concrets ont déjà été réalisés.

Le missile SCALP, équivalent français du Storm Shadow britannique, est une arme de précision à longue portée capable de frapper des objectifs situés jusqu'à environ 250 kilomètres.
Déjà utilisés avec succès par les forces ukrainiennes contre des infrastructures militaires russes et des positions situées en Crimée occupée, ces missiles ont démontré leur efficacité opérationnelle tout en limitant les dommages collatéraux grâce à leur grande précision.
La perspective d'une production sous licence en Ukraine représenterait un changement majeur dans les capacités industrielles du pays.

L'objectif de Kyiv ne consiste pas uniquement à recevoir des armements occidentaux, mais également à développer une industrie de défense capable de produire localement certains des équipements les plus sophistiqués.
Cette stratégie renforcerait non seulement l'autonomie de l'Ukraine, mais contribuerait également à la sécurité collective de l'Europe en développant une base industrielle de défense plus robuste, plus réactive et mieux répartie sur le continent.

Parallèlement, le président Zelensky poursuit également des discussions concernant d'autres systèmes stratégiques, notamment les batteries Patriot, illustrant une volonté commune de bâtir une coopération industrielle durable avec les partenaires occidentaux.

Elle traduit une vision stratégique commune fondée sur la confiance, l'innovation et la volonté de renforcer durablement la sécurité européenne.
Si ces négociations aboutissent, elles constitueront une avancée historique pour l'industrie de défense ukrainienne et un nouveau symbole du partenariat exemplaire entre la France et l'Ukraine.

The UN has confirmed 129 executions of Ukrainian prisoners of war by Russian forces since 2022, including cases where detainees were no longer taking part in combat.
From November 2025 to January 2026 alone, 37 executions were documented in 18 separate incidents. Almost all released prisoners reported torture and ill-treatment, and cases of sexual violence were also recorded.
The report also details human rights violations in the temporarily occupied territories, including arbitrary detention, forced mobilization, and the imposition of Russian education systems.

The Ministry of Defence's own language: copying Ukraine's playbook of "cheap systems destroying high-value targets and innovation cycles measured in weeks, not years."
What's changing:
→ No new funding for up to 8 Type 83 destroyers and Type 32 frigates — projects that defined Royal Navy planning for the 2030s
→ Instead: 6 Common Combat Vessels acting as control ships for uncrewed underwater, surface, and aerial systems
→ A national Collaborative Combat Air programme for autonomous jets flying alongside crewed fighters
→ £5 billion specifically for "drone transformation" — citing Ukraine's monthly production of 200,000 drones as the benchmark to match
