Kimball learns about New Vegas and decides the NCR must claim Hoover Dam as its own to power his rebuilding capitol.
Fallout: New Vegas happens.

NCR moves its capitol from Shady Sands to San Francisco some time before 2277.
Shady Sands is nuked in 2277.
Kimball reelected in 2278 & pledges to rebuild SS and restore its capitol status to distract from NCR problems: drought, impending famine, etc.

Also an increasingly expensive economy, at least here in the States! Ornate stone or concrete buildings with steel supports are so much more expensive than stickbuilt buildings of wood and glass with undecorated interiors.
