As the numbers we see in the finale are far larger than 2 camps show. So, where did they come from? And why would NCR be set up in Legion territory over 20 years ago and not in California?

Which means that they sat on that hill for 20 years and the battalion did nothing for 20 years because the plots demands it. And it was East. Which means the writer put the battalion in Legion territory
