TN's policy of 90 % promotion quota for group one posts shrinks opportunities for TNPSC aspirants; just 26 vacancies for Group I exams, disheartens job aspirants.

One of the primary reasons for the low vacancy count is that, TN government's policy of filling group I posts in a 90:10 ratio, with 90% of positions filled through promotions & only 10% through direct recruitment.

Sources also claimed that, in some years, even the prescribed 10% quota for direct recruitment has not been fully implemented.

“A few judgments of the Madras High Court and the Supreme Court have upheld the principle that at least 33% of posts should be filled through direct recruitment. However, in several years only 10% of vacancies have been earmarked for direct recruitment, while in some cases all vacancies have been filled through promotions. Given the growing unemployment problem, the government should increase the share of direct recruitment to 50% in group I services. Only then will the annual number of vacancies cross 200 in the coming years," a recently recruited group I officer told TNIE.

He added that lakhs of aspirants spend several years preparing for TNPSC and other competitive examinations. “Both the DMK and AIADMK governments have yielded to pressure from government employees’ associations that oppose increasing the quota for direct recruitment,".

The number of vacancies notified by the commission in recent years stood at 139 in 2019, 69 in 2020, 92 in 2022, 90 in 2024, and 78 in 2025.

Posts such as deputy collector, DSP, deputy registrar of cooperatives, Registrar, assistant director (panchayats), and other senior administrative posts are filled through the group I examination process.
