In theory, any high elf that wanted to take the blood elf name could do it. Arator was alive during the 3rd war, but Blizzard has changed where the fuck he was like 3 times already.

Some facts says he was in Dalaran, others with the Silver Hand, others even on Stormwind. What it's for sure is that he is a half-blood elf, no different from Faerin.
